For categories that require pre-arrival approval — business and conference visas, work permits, study permits, research and journalism permits, long-stay visitor permits and any travel by non-Portuguese residents in Portugal whose passport is not on the Visa on Arrival list — the application is filed through the e-Services portal with the Paris embassy as the regional reference for paper queries; the Lisbon honorary consul can advise on documentation and confirm the routing but does not adjudicate.

The Paris embassy is the issuing authority for Namibian documents across its accreditation area; the Lisbon honorary consul does not issue passports, register civil-status events or process emergency travel documents.

Largo das Palmeiras is the small square in the Príncipe Real / São José parish of central Lisbon — five minutes on foot from Avenida da Liberdade and the Metro Avenida or Restauradores stations on the Blue Line. The premises are office rather than ceremonial, and visitors should call ahead. Direct flights between Lisbon (LIS) and Windhoek (WDH) do not exist — TAP operates LIS–Johannesburg and LIS–Maputo direct, connecting to Windhoek via South African Airways and Airlink; alternative routings via Frankfurt on Lufthansa, via Doha on Qatar Airways or via Addis Ababa on Ethiopian Airlines also serve travellers from Porto, Faro and the Azores. A yellow-fever vaccination certificate is required if arriving via a country with documented yellow-fever transmission.
