Portugal falls under the Paris accreditation cluster — the Embassy of the Republic of Namibia in Paris is the accredited resident mission, concurrently covering France, Italy, Spain and Portugal — and the honorary consulate in Lisbon is the Portuguese-soil touchpoint inside that cluster. The Honorary Consul is Dr. Rogério Tavares; the office is at Largo das Palmeiras 10, 4th floor, in central Lisbon between Príncipe Real and Avenida da Liberdade. The remit is consular relay rather than visa adjudication: information for the Portuguese-Namibian community on entry rules, certified-copy work, paper-trail support for Holiday Visa applications and confirmation of the Visa on Arrival pathway, and signposting onward to the Paris embassy for matters that require an accredited resident mission.

Portuguese passport holders travelling to Namibia for tourism use the Visa on Arrival route at Hosea Kutako International Airport or apply online through the Namibian Ministry of Home Affairs and Immigration e-Services portal — there is no consular processing on the Portuguese side. For categories that require pre-arrival approval — business and conference visas, work permits, study permits, research and journalism permits, long-stay visitor permits and any travel by non-Portuguese residents in Portugal whose passport is not on the Visa on Arrival list — the application is filed through the e-Services portal with the Paris embassy as the regional reference for paper queries; the Lisbon honorary consul can advise on documentation and confirm the routing but does not adjudicate.

For Namibian citizens resident in Portugal, the honorary consul provides first contact, certification of copies for use with Namibian authorities, and a relay to the Paris embassy for passport renewals, identity-document replacement, civil-status registration of births and marriages abroad, and crisis assistance. The Paris embassy is the issuing authority for Namibian documents across its accreditation area; the Lisbon honorary consul does not issue passports, register civil-status events or process emergency travel documents.

The consulate operates by prior arrangement rather than walk-in. For Holiday Visa and work-permit paper-trail queries, the most efficient channel is the Namibian e-Services portal directly.

Largo das Palmeiras is the small square in the Príncipe Real / São José parish of central Lisbon — five minutes on foot from Avenida da Liberdade and the Metro Avenida or Restauradores stations on the Blue Line. The premises are office rather than ceremonial, and visitors should call ahead. Direct flights between Lisbon (LIS) and Windhoek (WDH) do not exist — TAP operates LIS–Johannesburg and LIS–Maputo direct, connecting to Windhoek via South African Airways and Airlink; alternative routings via Frankfurt on Lufthansa, via Doha on Qatar Airways or via Addis Ababa on Ethiopian Airlines also serve travellers from Porto, Faro and the Azores. A yellow-fever vaccination certificate is required if arriving via a country with documented yellow-fever transmission.
